How to prune dracaena

It is a very old dracaena and cared for by my mother (I treat the plants a little better...). I think these branches now devoid of leaves will no longer produce leaves, right? Do you cut them at the base? From what I had read here - I am not an expert on dracaenae, I only have one - other branches grow from the cut branch, but seeing the second photo I believe that this is not the case: in this plant they grow only from the base and the cut branches (or, to better to say, barbarously broken by my mother) nothing was ever born.
