if its not performing to specs.. and the part you can see looks fine.. then you have to look at what you cant see ...

perhaps it is root bound .. or voles are eating the roots..

take some pix.. and shove it back in the ground..

there is an old witches theory .... that you scrub the roots on pavement.. or beat it against a tree before you replant i.. its suppose to release growth hormones based on the insult to its health ..

regardless.. it usually makes me feel better to discipline an underperforming plant.. lol .. i usually add some cussing as i whip it around the yard...

and if it doesnt get it act together next year.. i will toss it into the garbage can.. i wont even allow a failure like that to stain my compost pile... though.. lol .. many things have made miraculous recoveries in the compost pile... that hormonal survival mechanism

Lavenders can take 2-3 years to come to bloom. It may only be on a slower blooming track than the neighbor. Since it is reportedly very healthy in appearance, I think it is premature to talk about digging it up.

Sounds (smells) like the second could be Portugese lavender - l. latifolia which is often hybridised with angustifolia (I think this is the parentage of 'Phenomenal). Has a much more camphor like scent. Anyway, I would hold fire for at least another year before digging it out.

That sounds right. thanks. i’ve just looked up Portuguese Lavender. i might dig it up anyway, as it takes up a lot of space. i know someone who prefers leaves to flowers. they’ll take it.
