Periwinkle turning brown

My periwinkle ground cover has begun turning brown. I know this could be one of several things, especially pests or overwatering. Last week we had several days of prolonged rain, but I'm also seeing fine spider webs across the tops of the plants. I don't want to destroy a spider's habitat unless it's causing damage. Any thoughts on what this might be? I've seen these webs on other plants, but they don't seem to cause any damage. The webs have coincided with the rain, so it's hard to tell what's going on. Thanks for any input.
