moist stratification for native grass?

I'll be planting a stand of Eastern Gamagrass for erosion control. The seeds require "moist stratification". I understand stratification. No biggie. But "moist"? I'm supposed to combine the seeds with lightly moistened sand or sawdust and THEN stratify. But if you moisten seeds, won't they try to sprout? I don't want my grass to sprout in the back of the fridge! But maybe the grass simply won't sprout until the temperature increases? Is that the deal?
