Plant selection help! Zone 10b San Diego

I recently poured cement in my front yard and have a front strip area (2' x 22') to the left of my stairs that will need some plants. I'm in zone 10b (San Diego area), and this is a full sun area. I'm open to any ideas but would like something that looks great year-round and requires minimal maintenance. I'm not into flowers very much but wouldn't mind, either way, I like the more modern sleek look. Ideas I had were Mexican feather grass or blue fescue. Or another route could be New Zealand Flax with river rocks at the base. The more drought-tolerant the better, but I'm not into a full-on desert scene. Any help is appreciated!
