It was probably H. falconeri 'Damarapa.' Just remember that -- within a species -- bamboos vary in appearance depending on a lot of factors, and you might not get the same pronounced color as you saw in that photo. In addition, some bamboo that display certain colors or tinges (red/peach/pink/blue) do so when they are shooting and this fades as the culm matures. Finally, the Damarapa is only hardy to 20F, so it might not survive a Zone 7 winter. Here is a link that might be useful: Damarapa

Looks like a scale infestation of some sort or another member of homoptera. You can mechanically smother them with horticultural oil. You will need repeat applications.

I am having the same weird problem. Two 8-yr-old clumps of golden bamboo (Phyllostachys spectabilis) in my Seattle yard are also dropping hundreds of their new, green spikes of leaves--unopened--and the tops of the newest canes are stunted, soft, and breaking off. Canes less than full height are turning flaccid and dying back to the ground. Old leaves are turning yellow and dropping while others are still green and healthy. There are no rolled or wrinkled leaves indicating that the soil is too dry. An adjacent clump of black bamboo nearby looks normal. I gave everything a good soaking yesterday even though the soil wasn't particularly dry within the root barriers. Wait and see are next. I have no idea what stressed the golden bamboo so badly, but it was something very recent, judging by the full formation of the first spring canes and the dieback of the later growth. Maybe a family of voles moved in last month after my neighbor finally mowed his knee-high grass. Maybe it's the weird weather. If anyone else is having similar problems, I would like to hear about it.

Perhaps the pots are over crowded and the root bound condition has caused the plants to become scrubby. I have noticed that the last shoots of my B.P. "giant timber Bamboo"are frequently scrawny compared to the first fresh shoots in early summer befor the ground gets dry and the plant has to work harder as the summer conditions get harsher. Id say check to make sure there is some dirt left in there, then wait as the last poster sugjested, and as the roots mature, bigger stalks will grow, most likely, and you can thin the old short ones out. some big bamboos need room for the root to run, if only a 1/2 foot or so out from the plant to really spike out a bigger cane, like 2-3inches accross. eventually the stuff in the pot doesnt have a lot of place to put the bigger roots it will take to send up bigger stalks.
