Aphids appear on chives only in one area of yard

We had a succulent that got aphids after several months. I moved it to the back yard from the atrium to try and save it. It was too far gone. Several days later, my chives, located on the other side of the yard got aphids. I followed the process with soap water and cutting them back. I even segregated them from the other plants in the back yard and moved them to a different area. I continued the soap water every few days, aphids are gone, but as soon as I move them back to their previous location, the aphids return within an hour. Aphids are not attacking any other plants. How can I get rid of these aphids so I can relocate my chives to their original location? There is no other evidence where the chives used to reside. Thank you.
