Did I do anything wrong trying to save my lovely Elm tree? Advise

Hi! I need advise & recommendations please. I live in St Louis, Mo, zone 6, clay soil, and had three lovely Chinese Elm (Ulmus parvifolia) trees planted along our driveway three years ago. This year one has small leaves and small leaf growth at the base of the truck. Clearly struggling.

History:

Last year the Japanese Beetles were eating the leaves. I sprayed the leaves with Sevins bug spray and poured at the base of the trunk Bayers Advanced Tree & Shrub protect to kill the bugs. They seemed fine last year. Then this spring when I saw tree No. 2. struggling, I fertilized with miracle grow, sprayed the leaves with Sevins Bug Killer and poured Bayer Advanced Tree & Shrub Protect, and today added a thin layer of cow manure compost on top of the mulch.

Questions:

Is this tree able to pop of of this?

Is there anything else I should do?

Did I do anything wrong?
