Townhouse yard ideas needed that are pet friendly/resistant

I have a smallish fenced backyard that is mostly deck. However, the plantable parts (zone 7) have full/partial sun so should be easy to grow.

Our pets have wrecked it. We have an airedale terrier and a russian tortoise.

The tortoise has, as desired, eaten weeds and grass that tried to take a foothold. Allowing the plants I put in (osmanthus, lavender, blueberry, rosemary, mint, cilantro, and basil) to be the only ones with a chance. Then we got the puppy. And since september he has eaten almost everything else except the tortoise and deck. He's not out alone for long (just to pee in his designated spot). But with the small space/large dog it didn't take long for him to work his way through the whole yard.

We now have dirt and cilantro.

I'd love ideas on plants that wouldn't be toxic to either, but they wouldn't find particularly delicious or desirable. I would like bushes and a ground cover if possible.
