Suggestion for a long blooming perennial ground cover

I have a U shaped area in my garden. Would like to plant it with a long blooming ( atleast 2 seasons (spring, summer )) perennial which could act as a ground cover , not more than 12-18" height. Appreciate any suggestions. I am in Zone 9b.

P.S : Carpet roses are expensive. Mini roses - am not sure they will survive california summers.
