How to paint transition from wood floor?

Planning to update to white trim & doors. How should I paint this trim/railing where the floor meets the rail? Thanks for help!!

There is more to the story. New floor? Does it go to the original railing and then (why?) a new strip was added over top of new floor? I hope, I hope. If so remove it. Let the new floor meet the original and then you paint all white because it will carry around to baseboard shown in photo.

I have this in my house, done by P.O.'s. It is all in bed, bath and hall areas. In one bath the inside is white trim with it stopping at the big board trim piece that the door shuts against--that piece is stained like the hallway. The door is white on the bath side and stained on the hall side. the door edge is painted on the lock side and stained on the hingeside-hallside. I also have doors in the bedrooms that have been left stained on both sides with the trim white and I actually like the look. HTH

The hardwood should have run right up to the sill plate. For some reason that extra strip was added, which does not run all around the room, not does it match the sill plate. What would happen if you remove it? Is there hardwood under it? i hope so because then you paint the sill plate and the railings white.

@elcieg thanks for the photo and explaining. I pulled it up to look under and it doesn’t neatly go up to the sil plate 🤦🏼‍♀️🤷🏼‍♀️
